does anyone in here knows how to create an Ebay business located in another country?

Im interested in selling products to the US thru Ebay but my business is located in another country particularly in SOuth America. Does anyone in here has any info on how to set up an Ebay account and sell things thru Ebay but business is located in another country. DOes anyone knows the regulation on this particularly in Taxes, import tariff / import regulation and shipping costs? Thanks
